Yup - what I usually do is place an order before I head to McD's, pick it up in the drive thru and then pull back thru the drive thru and place another order 
The 15 minute timer is from the time the order is placed, not when you pick it up.

App likely required. I would think you can get both in one day, but availability is often before or after 10:30am local. Even if they overlapped, (in the app, 'deals') you can only order 1 deal at a time and it states you have to wait ~15 min to use another.
